SOCIAL SECURITY CHALLENGES IN ANGOLA

Over the past twenty years, the Compulsory Social Security System, based on the contributory regime, has proved to be essential in the distribution of national income, in the reduction of poverty and in the promotion of the country's development and social cohesion.
The advances made in the modernization of the management of the Compulsory Social Security System, according to the strategy of National Development Plans promoted by the Federal Governement, are essentially due to the high investment in the implementation of specific and consecutive plans for legal, institutional and diffusion modernization and use of information technologies placed at the service of the development and consolidation of social protection.
Increasing personal and material coverage, perfecting the system, reinforcing its effectiveness and guaranteeing its sustainability are permanent State commitments to citizens.
The Compulsory Social Security System is closely related to the evolution of the economy and employment. The strategic program established for the coming years, in line with the Federal Government's strategy to promote the growth, development and competitiveness of the country's economy, seeks to provide concrete and effective responses to the main challenges facing the Compulsory Social Security System Management Entity, as following:

Consolidate the Compulsory Social Security System, ensuring its financial sustainability;

Strengthen the National Social Security Institute (INSS) to fulfill its mission, making it an increasingly present, more active, effective, efficient and autonomous institution;

Promote the increase in the personal and material coverage of the Compulsory Social Security System and ensure the quality of social benefits, in order to ensure that more workers are covered by the Social Protection, with the extension of coverage for more risks;

Ensuring the Financial Sustainability of the Social Security System through the reduction of contributory defaults, the discovery of new sources of financing, the improvement of the management of contributions and benefits, with the purpose of guaranteeing, at the same time, an equitable Social Protection and the maintenance of a balanced relationship between revenues and charges;

Rethink the current INSS structure, aiming at reducing management costs and, at the same time, ensuring greater efficiency and effectiveness of the services provided, making them less bureaucratic and making them independent from external consultants;

Train and qualify the agents and the management institution of Compulsory Social Security System to fulfill its Mission in its various aspects, including the management of material and human resources.
In view of these challenges, it is essential to start a new cycle of the modernization process of the Compulsory Social Security System.
This new cycle should be able to ensure that Social Security gains its technological and management autonomy, so that it can continue to evolve towards becoming increasingly simple, fair, efficient and sustainable.
It is therefore essential to consolidate the measures, in execution, among others, with the objective of increasing the Social Security revenue, of guaranteeing the Compulsory Social Protection Management Entity its full technological and functional autonomy, thus recognizing its success and consolidation. as the main institution for the safety of workers and their families now and in the future, by ensuring the payment of pensions for the thousands of pensioners who depend on it for the tranquility of their lives.
It is a great challenge! A huge responsibility!
